This is not a question to happen before 2029; the elections up to 2029 will be based on the old seats and the old system, Amit Shah said.
A major narrative is being built that if the three bills – the Constitution 131st Amendment Bill, 2026, the Union Territories Laws (Amendment) Bill, 2026, and the Delimitation Bill, 2026 – are approved, the capacity of the South in the Lok Sabha will decrease. It is being said that the southern states will suffer. I am explaining in the House the practical meaning of this bill and stating a few things. How many seats will increase for the southern states?
Karnataka state holds 28 seats out of the total 543. Karnataka’s Members of Parliament (MPs) constitute 5.15 percent of the 543 seats. Once this bill is passed and the constitutional amendment is enacted, Karnataka’s seat count will rise from 28 to 42. Andhra Pradesh currently holds 25 seats, representing a share of 4.60 percent; this figure will increase to 38 seats—meaning its share will stand at 4.65 percent within a House of 850 members. Telangana currently has 17 seats, representing a share of 3.13 percent; following a 50 percent increase, its seat count will rise to 26, bringing its share to 3.18 percent, Amit Shah stated. Currently, 39 MPs are elected from Tamil Nadu. Within the 543-seat House, they hold a share of 7.18 percent. Following a 50 percent increase in seats, their MP count will rise to 59. In a House of 816 members, their share will stand at 7.23 percent. Kerala has 20 MPs, representing a share of 3.68 percent. Its MP count will rise to 30, bringing Kerala’s share to 3.67 percent.
In the current Lok Sabha of 543 seats, South India holds 129 seats—constituting a share of 23.06 percent. Following a 50 percent increase, the number of MPs from South India will rise from 129 to 195, and their share will reach 23.97 percent, Amit Shah noted. Elections until 2029 to be held based on existing seats: Amit Shah stated, “I wish to clarify explicitly that the Delimitation Commission’s report will come into effect only after Parliament accepts it and the President grants their assent. There is no question of this occurring before 2029; all elections held up to 2029 will be conducted based on the existing seats and the current system.” In a democracy, power is derived from the votes of the citizens and from their collective will. “Speaking as a Member of Parliament, I assert that no one has the power to eradicate democracy from this country; the people eliminated those who attempted to do so during the Emergency,” said Amit Shah.
